§ Mr. Gwilym JonesCharter train operators have had to face cost increases. In the past, British Rail provided these services on a marginal cost basis which in effect meant cross-subsidisation with taxpayers' money. Under the new arrangements, charges by Railtrack to charter train operators reflect the full cost of services provided.
