§ Mr. Menzies CampbellTo ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on Her Majesty's Government's policy in respect of the recommendations made in the European Parliament's motion on the extension of the nuclear non-proliferation treaty, adopted on 5 April, relating to(a) nuclear weapon states opening all their nuclear facilities to inspection by the International Atomic Energy Agency, (b) the creation of an international office to control plutonium and highly enriched uranium, (c) nuclear weapon states declaring that they will refrain from the first use of nuclear weapons against non-nuclear states, (d) for the conference of disarmament to begin negotiations on a nuclear weapons convention, (e) for the nuclear weapons states to agree a timetable and funding for fulfilling their obligations under article VI of the 667W nuclear non-proliferation treaty and (f) for the creation of a nuclear weapons register; and if he will list those recommendations which Her Majesty's Government (i) support and (ii) do not support.
§ Mr. David Davis[holding answer 4 May 1995]: My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs made a statement on the nuclear non-proliferation treaty review and extension conference on 16 May. Our civil nuclear facilities are subject to international safeguards. We do not support any of the other recommendations.
