To ask the Secretary of State for the Environment if he will list those local authorities which are considered to be debt free; and what are the Government guidelines on debt to equity ratio for local authorities.

[pursuant to his reply, 4 April 1995, c. 1049–50]: the list of local authorities which were debt free as at 30 September 1994 given in that answer was incomplete and should have included Wansdyke. The complete list should therefore read:
