To ask the Secretary of State for Foreign and Commonwealth Affairs what are the main constitutional issues on the Government's agenda for the 1996 inter-governmental conference. [25776]

We shall not make proposals at the 1996 intergovernmental conference which would involve significant constitutional change. We will also, as my right hon. Friend the Prime Minister said on 23 May, block any attempt to extend Community competence into intergovernmental areas such as foreign affairs, defence and home affairs.
