To ask the Secretary of State for Scotland what was(a) the total number of appeals lodged against the classification of posts in Scottish councils as politically restricted and the total number of successful appeals against political restriction, (b) the number of these appeals lodged for each local authority in Scotland, (c) the number of successful appeals against political restriction for each Scottish local authority and (d) the percentage figure for successful appeals for each Scottish local authority, for each financial year since 1989–90. Appeals relating to the rules on political restrictions are considered by the political restrictions exemptions adjudicator. Information supplied by his office indicates that the total number of applications for exemption from political restrictions since 1989–90 is 168. Of these, 141 have been granted. Of the remaining 27, 20 were unsuccessful, two were withdrawn, four were declared invalid and one case has still to be determined. The percentage of successful applications was 84 per cent. Statistics are not recorded on a local authority basis.
