§ Mr. RichardsLocal authorities in Wales have made generally good progress since April 1993 with community care. The Welsh Office departmental report, Cm2815, records that in the first year of the new arrangements local authorities assessed over 50,000 people for community care services and over 28,000 were provided with care to help them stay in their own homes.
