This report on an internal management review of the functions and organisation of the Ministry's animal health and veterinary group was not written with publication in mind and is not suitable for publication. My right hon. Friend did, however, issue a consultation document last October setting out the basis for his provisional conclusions following the review and took the many comments received into account in reaching the decisions that he announced in a written answer to my hon. Friend the Member for Gloucester (Mr. French) on 4 May.
