§ Mr. Jack[holding answer 15 May 1995]: I refer the hon. Member to the reply given to the hon. Member for Cannock and Burntwood (Mr. Wright) on 16 May 1995, Official Report, columns 203–204, as regards the role of the ombudsmen and the NAO in relation to the Ministry's executive NDPBs and the applicability of the citizens charter and performance indicators. The ombudsmen and NAO may also scrutinise funding and secretariat support for other NDPBs. The Audit Commission has no role in relation to MAFF's NDPBs, but NDPBs are subject to internal and external audit. The normal legal rules on liability to surcharge apply to board members of NDPBs, whose liability is not limited.
