HC Deb 18 May 1995 vol 260 cc329-30W
Mr. McMaster

To ask the Secretary of State for Social Security if he will list the (i) categories and (ii) range of clothing grants which may be paid to(a) single upper limb amputees, (b) double upper limb amputees, (c) single lower limb amputees, (d) double lower limb amputees, (e) amputees who have lost one upper and one lower limb. (f) triple amputees and (g) those who have had all four limbs amputated. [24122]

Mr. Hague

An allowance may be awarded to an arm or leg amputee or other war disablement pensioners whose pensioned disablement and/or prosthesis causes wear and tear of his clothing. Payment of the allowance is not restricted to amputees. The allowance may be paid at one of two rates as follows:

£ per annum
Higher rate 129.00
Lower rate 82.00

If the pensioner wears a single artificial limb—other than a tilting-table limb—the lower allowance is awarded. If he wears a tilting-table limb or has more than one artificial limb, the higher rate is awarded. In any other case where the Secretary of State is satisfied that as a result of the pensioned disablement there is exceptional wear and tear of the pensioner's clothing, the allowance may be awarded at a rate not exceeding the higher rate.

The rate paid to an amputee pensioner is not solely dependent on the site on amputation nor on the number of amputations but on a medical assessment as to the extent the pensioner's accepted disablement and/or prosthesis causes were and tear of his clothing.
