§ Mr. CurryAn integrated approach to regeneration will be required to secure the objectives for the Thames Gateway. We wish to consider whether unitary authorities offer advantages, for this purpose, over the two-tier system. This is one of the reasons why we are referring some authorities in the Thames Gateway area, including Thurrock in Essex, to the Local Government Commission for fresh reviews.
