To ask the Secretary of State for Scotland if he will include in the new code of openness in the national health service a requirement for NHS trusts to hold their meetings in public and for health authorities to cease the practice of routinely closing their meetings to the public for items on their agendas which are not confidential. My noble Friend the Minster of State will be publishing the code of practice on openness in the NHS in Scotland later this month. It will require health boards and NHS trusts to be as open as possible about their activities and plans.

To ask the Secretary of State for Scotland what is the capital allocation for each NHS trust in Scotland for 1995–96, 1996–97 and any subsequent year for which allocations have been made. [24055]

[holding answer 15 May 1995]: The capital provision included in the current external financing limit for 1995–96 is as in the table.

Further provisions will be made throughout 1995–96 as business cases are approved for projects above trust's delegated limits.

Capital provision on a trust-by-trust basis for 1996–97 and subsequent years has yet to be determined.
