§ Mr. FlynnTo ask the Secretary of State for Transport which non-departmental public bodies within the responsibility of his Department are subject to scrutiny by(a) ombudsmen, (b) the National Audit Office, (c) the Audit Commission and (d) other monitoring officers; which are covered by citizens charters; in which performance indicators apply; and in which members are liable to surcharge. [23952]
§ Mr. NorrisFor(a), (b), (c) and points covering citizens charters and performance indicators, I refer the hon. Member to the reply I gave the hon. Member for Cannock and Burntwood (Dr. Wright) on 25 April 1995, Official Report, column 505.
For tribunal and advisory bodies within my responsibility not covered by that reply, the answers are, for (a) none and for (b) and (c) none; all are encouraged to follow citizens charter principles: none are subject to performance indicators.
For (d), the answer is that none has a monitoring officer such as that designated by a local authority, but advisory bodies and the traffic commissioners are subject indirectly to scrutiny by the Comptroller and Auditor General as their expenditure arises in my Department. My Department has a monitoring role for bodies that are subject to quinquennial reviews.
No body has members who are liable to surcharge.
