§ Mr. Jack[holding answer I May 1995]: All staff are required to comply with the civil service management code and the Department's staff manual. Comprehensive records are not collected centrally, but where potential conflicts are identified involving staff, including special advisers, arrangements are made to ensure that no actual conflict arises.
