Mr. Llew Smith

To ask the Secretary of State for Foreign and Commonwealth Affairs what status has been accorded to the Palestine Liberation Organisation at the non-proliferation treaty conference at the United Nations in New York. [22020]

The conference has agreed to a request from the permanent observer mission of Palestine that Palestine be granted observer status.

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list these states party to the nuclear non-proliferation treaty which accused the United Kingdom of breaking article I of the non-proliferation treaty, through the United Kingdom's military nuclear agreements with the United States of America, in representations made at the non-proliferation treaty conference in New York on 21 April. Mexico, quoting from an unsubstantiated report. UK-US collaboration is in full accord with the obligations imposed by the NPT.

To ask the Secretary of State for Foreign and Commonwealth Affairs what response the United Kingdom delegation to the nuclear non-proliferation treaty review conference in New York made to the criticisms made by Turkey in main committee II of the conference that existing safeguards at reprocessing plants are inadequate. The statement by the Turkish delegation in main committee II dealt generally with International Atomic Energy Authority safeguards. We do not accept that IAEA safeguards measures on declared nuclear materials are inadequate.

To ask the Secretary of State for Foreign and Commonwealth Affairs what response has been made by the United Kingdom delegation to the nuclear non-proliferation treaty conference in New York to the proposal by the Netherlands at the conference that full scope nuclear safeguards should apply to all nuclear facilities and materials without discrimination. [22023]

The Dutch Foreign Minister, Mr Hans Van Mierlo, urged the NPT review and extension conference to accept the principle of the application of full scope safeguards on all peaceful nuclear activities without discrimination in nuclear weapon and non nuclear weapon States. All civil nuclear material in the United Kingdom is subject to international safeguards.

To ask the Secretary of State for Foreign and Commonwealth Affairs when Her Majesty's Government will respond to operative paragraph 2 of the European Parliament's motion on the extension of the nuclear non-proliferation treaty, adopted on 5 April. [22351]

The extension of the nuclear non-proliferation treaty is too important to be held hostage to any other issue.

To ask the Secretary of State for Foreign and Commonwealth Affairs what is the policy of Her Majesty's Government to the proposal made by the Government of South Africa at the nuclear non-proliferation treaty review and extension conference for the establishment of a committee to meet between review conferences to consider ways of strengthening the treaty. [22353]

We believe that the treaty's review procedures provide ample opportunity for states' parties to voice their concerns about the implementation of the treaty, but we are giving careful consideration to the South African proposals.
