To ask the Secretary of State for the Home Department if he will estimate the cost of employing consultants in connection with market testing programmes in which his Department has been engaged since their inception. [21370]

[holding answer 1 May 1995]: From 1 April 1992 and 31 march 1995, expenditure on external consultancies in respect of the "Competing for Quality" programme is estimated to have been approximately £855,000 by the Prison Service and approximately £910,000 by the rest of the Home Office.

The estimated annual savings figures so far as a result of the "Competing for Quality" programmes since April 1992 are £19 million for the Prison Service and £11 million for the rest of the Home Office.
