§ Lord James Douglas-Hamilton[holding answer 26 April 1995]: The Government are presently consulting on draft regulations which will require seat belts to be fitted to all coaches and minibuses whenever they are used specifically for the transport of children. It is proposed that the regulations will come into force 12 months after they are laid before Parliament to allow operators sufficient time to arrange for vehicles to be fitted with seat belts. The regulations will be made by my right hon. Friend the Secretary of State for Transport and will extend to Scotland.
