§ Mr. ForthIn January 1994, the size of the four-year-old cohort in England was estimated at 645,000. Latest available data suggest that at that time an estimated 498,000 four-year-olds were attending maintained schools. We estimate that approximately 120,000 more were in some form of private or voluntary provision.
