§ Mr. Jonathan Evans[holding answer 18 April 1995]: Commission archives indicate that between 1986 and 1990, all proposed legislation had a fiche d' impact. In 1991 a new system came into operation whereby fiches were targeted at those proposals for legislation which were likely to have substantial effect on enterprises, particularly small and medium sized firms.
The Commission does not hold central records which would enable the other statistics requested to be compiled without incurring disproportionate cost.
