§ Mr. David DavisWe already provide non-nuclear weapon states with security assurances in which we undertake not to use nuclear weapons against them unless they attack us in association of alliance with a nuclear weapon state and further to seek UN Security Council action to provide assistance to any such state that is attacked with nuclear weapons.
