§ Mr. NorrisWe are considering various options with colleagues in other Government Departments, the insurance industry and the police; these include the suggestion that drivers should be required to display a windscreen insurance disc. The changes we propose to the vehicle registration and licensing system will provide for a more effective regular check on vehicles and their owners. As well as other benefits they will contribute significantly to combating the problem of motor insurance evasion.
