§ Mr. HowardAs I indicated in standing Committee B on 22 March at column23 the Government will bring the final text of the external frontiers convention before Parliament before it is signed. If the convention is signed, the Government will not ratify it before the necessary legislation has been enacted by Parliament in accordance with the normal procedures.
