To ask the Minister of Agriculture, Fisheries and Food what measures he is taking to improve the welfare of livestock in the European Union. [13897]

In response to my right hon. Friend's request in January, the European Commission is bringing forward from 1997 to this year its report to the Council reviewing directive 91/629 on the welfare of calves. The resulting discussions in the Council of Ministers will provide the opportunity to press again for Community-wide standards which rule out the use of the veal crate, which has been illegal in the United Kingdom since 1990, I have visited Ministers in other member states to enlist support for our opposition to the veal crate and the response has, in many cases, been encouraging.

In the continuing Council negotiations on the welfare of animals in transit, we shall persevere in refusing to accept unsatisfactory compromises, and in pressing for a satisfactory Community measure which includes journey limits.
