§ Mr. RedwoodAs explained in paragraphs 3.06, 3.09 and 3.10 of the Welsh Office Departmental Report, Cm 2815, provision for 1995–96 is based on estimates of demand. Paragraph 3.06 also makes it clear that if the requirement exceeds forecasts than extra money will be made available.
