§ Mr. ForthMy right hon. Friend the Secretary of State has been consulting a wide range of practitioners and professionals to inform the development of detailed proposals on my right hon. Friend the Prime Minister's commitment to provide, over time, a pre-school place for all four-year-olds whose parents wish to take it up. The nature of the proposals will determine the costs.
