asked Her Majesty's Government:

Whether the Hong Kong Government have now reached agreement with the Chinese authorities on an increase in the quota of admissions, to allow the children in the People's Republic of China of parents in Hong Kong to join them in the remaining 28 months before the territory reverts to Chinese sovereignty.

Baroness Chalker of Wallasey:

The Hong Kong Government continue to discuss with China the one-way permit scheme for immigration from China, and to consider the case for a further increase in the daily permit quota. We believe that any increase in the quota should make special provision for children who will gain the right of abode in Hong Kong in 1997.
