To ask the Secretary of State for the Environment what evidence his Department has of poll tax payments made under attachment of earnings orders not being paid over by the employer concerned to the local authority involved; and if he will make a statement.

Community charge attachment of earnings orders are administered by billing authorities and are not monitored centrally.

An attachment of earnings order places obligations on an employer to make deductions from a debtor's pay and pass them to the issuing authority by the 18th day of the following month. Any failure by the employer to comply with the terms of an attachment of earnings order is an offence and he may be liable to a fine.
