§ Mr. NeedhamThe delegation went to Baghdad on its own initiative. It was not given assistance by the Government. Companies or individuals visiting Iraq with a view to discussing trade require a licence permitting them to do so from my Department. The organisers were advised of this requirement and asked to draw it to the attention of those travelling as part of the delegation. My Department has contacted known participants and will check to ensure they held, and complied with, the appropriate licences.
