§ The Prime MinisterAs I said when I announced the terms of reference for the inquiry on 16 November 1992,Official Report, columns 74–75, Lord Justice Scott will be entirely free to decide on the publication of his report. The inquiry will report to my right hon. Friend the President of the Board of Trade. The Government continue to give Sir Richard Scott's inquiry the fullest possible co-operation.
