Friend the Secretary of State for Foreign and Commonwealth Affairs confirmed to the Chief Minister in a letter on 13 February that he would be willing to listen to the views of Gibraltarians and the Gibraltar Government on how the constitution might be developed. But we have always made clear that any changes would have to be realistic in the circumstances of Gibraltar.
