To ask the Secretary of State for the Home Department if his decision not to authorise in-cell television in new prison cells was a policy or operational matter.

The provision of in-cell television is something which has both operational and policy implications. It has operational implications for the way prisons are managed and it also has policy implications in terms of the privileges which are allowed to prisoners, which is properly a matter of policy concern.
