To ask the Secretary of State for Foreign and Commonwealth Affairs what discussion he has had with the Indian Government to ensure that the International Red Cross and similar organisations are allowed free and unrestricted entry into the Indian-occupied area of Kashmir to administer help and aid to people in need of such services; and if he will make a statement. This is a subject that we have discussed regularly with the Indian Government. We welcome the signing of the memorandum of understanding on 22 June between the Indian Government and the ICRC, which will allow the latter to operate in Jammu and Kashmir.
