§ Mr. AncramThe initial estimate of savings in administrative costs arising from the proposals for change is £2 million. This is of necessity an overall estimate588W since, with the exception of the Western board, the education and library boards declined to take part in the appraisal of options for change. It would not, therefore, be appropriate to attempt to itemise any savings.
