§ Mr. Nicholas BakerIn March this year, Commissioner Monti indicated his intention to bring forward proposals for Community legislation on the free578W movement of persons crossing the internal frontiers of the European Union. These proposals have not yet been published by the Commission. As we have frequently made clear, the Government will take whatever steps are necessary to maintain our frontier controls.
