§ Mr. Heathcoat-AmoryCustoms does not hold information on the ratio of businesses to population or on the number of businesses registered in Bolton alone. Figures are available for VAT—registered businesses by local office. The local VAT office at Blackburn covers, in addition to Blackburn, the towns of Bolton, Accrington and Clitheroe. Figures for the north-west cover Lancashire, Greater Manchester and Merseyside. These are given in the table:
