§ Mr. MorganTo ask the Secretary of State for Wales if he will list the criteria for being appointed chairman of a training and enterprise council; when the criteria were last revised; and if he will list chairmen of the Welsh training and enterprise councils, and the business activities in which they are engaged corresponding to the criteria for selection. § Mr. RedwoodThe chairman of each training and enterprise council is chosen by the TEC's board of directors. To be eligible the person concerned must hold the office of chairman or chief executive of a company, or be a top level operational manager at a local level of a company, or be a senior partner of a professional partnerships within the private sector, where the company or partnership concerned is of at least three year's standing and has either an annual turnover exceeding £5 million or 25 or more full-time employees. Any TEC director who ceases to be eligible while in office is expected to relinquish that position within three months 411W after ceasing to be eligible, unless the TEC and I agree that he or she may continue in office.
These requirements are set out in the TEC operating agreement and were last reviewed in 1992.
The current chairman of TECs in Wales are listed. All of these except one satisfy the eligibility criteria for TEC chairmanship as either chairman or managing director of a private sector company employing more than 25 staff. The exception is Mr. Paul Rich who was eligible as the managing director of a private company employing more than 25 staff at the time of his appointment as TEC chairman. Mr. Rich has since ceased to hold this office but I have agreed to his continued chairmanship of the TEC up to 31 March 1996, unless the TEC identifies a suitable successor before then.
