422Wdisproportionate cost. Targets for the payment of claims for grants and subsidies are set out in the Scottish Office Agriculture and Fisheries Department's charter standard statement entitled "Serving Scottish Farmers". A second edition was published on 21 June. In 1993–94, the Department attained a performance rate of 90 per cent. or above for the majority of the targets set out in the first edition of "Serving Scottish Farmers". I will report on performance for 1994–95 later this year.
