§ Mr. WattsThe net benefit of privatisation will be assessable only after the privatisation process is complete. We fully expect the benefits to passengers, of introducing private sector management and of freeing the railway from the constraints of public sector ownership, to far exceed the costs of restructuring and privatisation.
