To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement about(a) the security situation in Zaire relating to disputes between the Rwandan refugees and local Zaireans and (b) the likelihood of armed incursions by Hutu refugees into Rwanda. [29504]

The initiative of the United Nations High Commissioner for Refugees to deploy Zairean forces and international liaison staff in the camps in eastern Zaire has significantly reduced tensions and incidents involving refugees and the local population.

We are obviously concerned by the possibility of armed incursions into Rwanda. We therefore welcome the agreement of the government of Zaire to allow UN observers in eastern Zaire, to monitor the embargo imposed by the Security Council on supplies of arms intended for use within Rwanda.
