§ Mr. BaldryA rate of return for the Cigading/Serpong railway project was not calculated at the time of appraisal. The developmental justification for the project was based on the use of rail as the least cost mode to transport coal from Cigading port to cement works at Cibinong. It is not possible to provide a post-completion rate of return because the line is still under construction. The project was approved by the sub-committee for aid and trade, and by the then Minister for Overseas Development, in November 1986.
