HL Deb 19 June 1995 vol 565 cc5-6WA
Lord Kennet

asked Her Majesty's Government:

Who owns, and who is entitled to benefit from the commercial exploitation of, (i) blood or tissue donated inter vivos; (ii) blood or tissue removed in the course of an operation when a general consent to the operation has been given; (iii) an amputated limb when general consent to the amputation has been properly given; (iv) the body parts of the body of a person who has died in the course of an operation to which he gave general consent; and (v) the body of a person who has died without medical intervention.

Baroness Cumberlege

Human bodies, body parts, tissue or blood may be used for therapeutic purposes, research or medical education but only with consent. Commercial exploitation of them is unethical. The Government are satisfied that there is no commercial exploitation in the United Kingdom of human blood or tissue, be it donated specifically or surplus following an operation.
