§ Mr. BowisI propose to make an order under section 17(4) of the Children Act 1989 to impose a specific duty on local authorities to produce and publish children's services plans.
Authorities will be expected to use their powers under section 27 of the Children Act to request local education and health authorities to collaborate with them in the planning process for such plans.
Copies of the consultation letter and draft circular will be placed in the Library.
