To ask the Secretary of State for the Environment (1) what percentage of business premises in England as a whole and in each local authority in England have qualified for transitional uniform business rate relief continuously, each year, since the 1987 business rates revaluation; [25967]

(2) what was the percentage of business premises in England as a whole and in each local authority in England that qualified for transitional uniform business rate relief following the (a) 1987 and (b) 1992 revaluation; and if he will list the local authorities in order according to the percentage qualifying for transitional relief at each revaluation; [25970]

(3) what was the average percentage increase in rateable values for business premises in England as a whole and in each local authority in England following the (a) 1987 and (b) 1993 revaluation; and if he will list the local authorities in order according to the average percentage increase at each revaluation. There were no revaluations in 1987 or 1992. The 1990 revaluation of non-domestic property was based on rents in 1988. The 1995 revaluation, which came into force on 1 April, is based on rents in 1993. The tables, copies of which will be placed in the Library, showthe percentage of non-domestic properties moving to higher bills which have qualified for transitional relief continuously since 1990; the average percentage increase in rateable value of non-domestic properties following each of the revaluations; and, the percentage of non-domestic properties moving to higher bills which qualified for transitional relief in the first year after each of the revaluations.
