asked Her Majesty's Government:

Whether they have discussed with the United States Government co-operation with it in its intended capability to fight two near simultaneous wars, and whether the facilities in the United Kingdom and elsewhere within British sovereign areas currently used by the United States are designated for use on such occasions, and if so under what conditions.

Although Her Majesty's Government discusses a whole range of operational matters with the United States Government, these remain confidential. Under long-standing arrangements, the use of our military facilities by the United States in an emergency would be a matter for joint decision by the governments of the United Kingdom and the United States in the light of the circumstances prevailing at the time.
