Mr. Lidington

To ask the Secretary of State for the Environment if he will carry out a policy review of the new and strengthened planning enforcement provisions introduced into part VII of the Town and Country Planning Act 1990 by the Planning and Compensation Act 1991. [36400]

Sir Paul Beresford

We have completed a review of local planning authorities' use of the planning enforcement provisions in the Planning and Compensation Act 1991, based on a planning consultants' research project involving a representative sample of more than 100 local planning authorities in England and Wales. The research report's conclusions are that planning authorities are generally using the new provisions effectively; and the wider range of available enforcement powers enables authorities better to implement whatever remedial action is most suited to each breach of planning control.

The research report is being published tomorrow and copies will be placed in the Library of the House.
