To ask the Lord President of the Council if he will make a statement on the work his

1 Since 1 January 1986 in England and Wales, a different certificate has been in use for stillbirths and neonatal deaths (babies dying under 28 days). In these cases the certifier is able to record both main fetal and main maternal conditions leading to the death without giving precedence to one particular condition. The certifier may also record other fetal and maternal conditions which contributed to the death without directly leading to it. Owing to these changes in certification it is not possible to derive a single underlying cause of stillbirth or neonatal death.
