To ask the Secretary of State for Defence what was the cost to public funds, excluding capital projects, of HMS Raleigh, Torpoint; and if he will list the nature and number of the courses provided, the number of officers, ratings and students involved in these courses and the average annual occupancy of the resident accommodation at the college for each of the past three years for which figures are available. This matter is for the Naval Recruiting and Training Agency under its framework document. I have asked the chief executive to write to the hon. Member.

Ferguson to Mr. Robert Hicks, dated 18 July 1995: The Secretary of State for Defence has asked the Chief Executive of the Naval Recruiting and Training Agency to reply to your Parliamentary Question about the cost to public funds, excluding capital projects, of HMS Raleigh and the nature and number of the courses provided, the number of officers, ratings and students involved in these courses and the average annual occupancy of the resident accommodation at the college for each of the past three years for which figures are available. I am replying on behalf of the Chief Executive. The Cash Cost to public funds, excluding capital projects, of HMS Raleigh for the last three years is as follows:

  • 1992–93: £16.8M
  • 1993–94: £18.5M
  • 1994–95: £19.5M

HMS Raleigh's Course Catalogue currently lists some 140 courses that range in duration from 2 days to 13 weeks. The nature of the courses provided falls into the following categories:

  • Part 1 and New Entry Courses
  • Nuclear, Ballistic and Chemical Defence Courses
  • Seamanship Courses
  • Supply Specialisation Courses

The total number of establishment personnel employed overall in support of the training task for the last three years was:

Service personnel 600 565 553
MOD civilian personnel 154 122 120

Total student throughput expressed in Student-days for the years 1992–93 to 1994–95 was as follows:

  • 1992–93: 28,896
  • 1993–94: 27,456
  • 1994–95: 25,084

Records concerning occupation of resident accommodation are only retained for two years. It is not possible, therefore, to provide figures for 1992–93. The average daily occupancy of the resident accommodation at HMS RALEIGH over the past two years was:

  • 1993–94: 526
  • 1994–95: 470

In the context of student throughput, you will wish to be aware that the Naval Recruiting and Training Agency is developing initiatives with private industry and academic institutions to market the unallocated irreducible training capacity that exists at the shore training establishments caused by fluctuating recruiting levels.
