§ Mr. SproatThe Government have no plans to introduce national controls on in-line skating. Local authorities in England and Wales are able to make byelaws to prohibit or regulate the use of roller skates and similar equipment in parks and open spaces and on footways and carriageways. My right hon. and learned Friend the Home Secretary is the confirming authority for such byelaws. In the royal parks, the agency has regulations prohibiting irresponsible and reckless behaviour by any park user.
