To ask the Secretary of State for Northern Ireland what plans he has to produce a discussion or consultation paper on human rights in Northern Ireland, and what assessment he has made of the political contribution of such a paper to the peace process. [323691]

The Government stand ready to produce papers on a range of issues likely to arise in future political talks —including human rights —if requested to do so by the participants.

I also hope that the parties to the talks will be ready to set out their own ideas for developing, in ways appropriate under a new political settlement, the extensive existing range of safeguards for human rights.
