§ Mr. MacleanThe Police Complaints Authority, in its annual report for 1993, stated that it had passed expert opinion on the effect of neckholds and certain armlocks to the relevant committee of the Association of Chief Police Officers. I understand that that committee has almost completed a review of the guidance on self-defence and restraint. Training of police officers in the use of self-defence and restraint techniques is a matter for the chief officer of each force.
