To ask the Secretary of State for Defence what are the key management targets of the RAF Maintenance Group Defence Agency for the financial year 1995–96. [33125]

Mr. Soames

The RAF Maintenance Group Defence Agency's key management targets for 1995–96 concentrate on three principal objectives:

  1. (a) The effective performance of the group.
  2. (b) the economic use of resources.
  3. (c) The introduction of management initiatives.

The group's targets are:

  1. (a) To achieve at least 98 per cent. of the specified aerosystems maintenance task to standard and on time.
  2. (b) To achieve the joint service publication 336 "Defence Supply Manual" speed of issue and pipeline targets for at least 95 per cent. of the depot supply task.
  3. (c) to keep within the group's allocated budget.
  4. (d)To reduce the cost per unit of output by 2.5 per cent.
  5. (e) To issue the invitation to tender, under the "Competing for Quality" initiative, for the designated functions at RAF Sealand by 31 October 1995 and at RAF St. Athan by 1 March 1996.
  6. (f) To continue the comprehensive rationalisation of functions within the agency by:
    1. (1) Completing the transfer of all active stock from RAF Carlisle by 31 March 1996, thereby enabling the closure of the unit by 31 March 1997.
    2. (2) Cease the operation of RAF Quedgeley as an independent unit by 31 March 1996, thereby enabling the closure of the unit by 31 March 1997.
